Animal Welfare Assistance & Reporting Concerns

The Tulsa SPCA is committed to supporting pets and their people by offering guidance, resources, and education to improve the welfare of animals in our community. We understand that many pet owners face challenges, and our goal is to provide compassionate assistance to help keep pets in homes whenever possible.

If you are concerned about an animal’s well-being and believe the owner may need support, our Animal Welfare Coordinator can offer guidance, resources, and outreach to help improve the situation. Our approach focuses on education and intervention rather than enforcement. We do not have any legal authority to remove animals, issue citations, or enforce animal welfare laws. If you believe an animal is being abused or severely neglected, please contact your local municipal shelter or animal control agency, as they are responsible for law enforcement in these cases.

 

How to Request Assistance

If you are worried about an animal and believe we can help, please complete the form below. All submissions must include contact information, and you will be required to follow up with our Animal Welfare Coordinator before we take further action. Anonymous reports will not be accepted.

Our team will assess each request and determine how we can best support the situation, whether through providing pet care resources, connecting the owner with low-cost veterinary services, or offering humane education.

When to Contact Your Local Authorities

If an animal is in immediate danger or experiencing severe neglect, such as lack of food, water, shelter, or urgent medical care, please report it to your local municipal animal control agency. Tulsa residents can contact:

Hot Car Concerns

If you see an animal locked in a hot car, call Tulsa Police Department Animal Control at (918) 596-9222.

Dogs in Open Pickup Truck Beds

In Tulsa, unsecured dogs in pickup truck beds are a moving violation. Call 911 to report this issue.

 

How We Support Our Community

Our goal is to empower pet owners with the tools and knowledge they need to care for their animals responsibly. If someone is struggling to provide adequate care for their pet, we work to connect them with solutions—whether that’s access to low-cost vet services, food assistance, pet behavior advice, or temporary boarding options.
